A merkhav mugan is a reinforced security room built to protect against high impact projectiles and chemical weapons, with reinforced concrete walls and ceiling, floors twenty to thirty centimetres thick, and airtight steel doors and windows. Israeli law requires every new building to include one, and a single merkhav mugan can serve one apartment or several units within a residential, office or other building. The room is considered preferable to a public bomb shelter in situations where residents would not have enough warning time to reach a shelter some distance away.
