The Athens Charter

The Athens Charter emerged from CIAM's fourth congress in 1933, an unusual meeting held partly aboard the ocean liner SS Patris as it sailed from Marseille to Athens, bringing together architects from nineteen countries who presented comparative analytical studies of thirty three cities. On arrival in Athens on 3 August, delegates mounted an exhibition at the National Technical University. Although the congress itself was a genuinely collective research exercise, the document that became known as the Athens Charter was not published until 1942, when Le Corbusier issued it as a book that substantially rewrote the original findings around his own Ville Radieuse concept, organising cities according to the four functions of living, working, recreation and circulation. The Charter argued housing should occupy the best urban sites with guaranteed solar exposure, and it became enormously influential on postwar reconstruction and urban planning internationally, shaping projects from Brasilia to London's Alton Estate. Its rigid functional zoning was later blamed for planning failures such as Pruitt-Igoe, and critics have long noted the gap between the collective 1933 congress and Le Corbusier's individually authored 1942 publication.
